The supplementary document on technical capacity of Balticconnector interconnection point in the summer 2022

The Transmission System Operators (the TSOs) of Finland and Baltic States have undergone, in good co-operation, very active discussion on the market situation in the Finnish-Baltic region.

There are uncertainties on the continuity of the gas flows through 3rd country points in the Finnish-Baltic region. Disruption of gas flows from 3rd country points would impact the TSOs capability to transport gas between the countries. The TSOs are prepared to mitigate the increased risk of disruption by postponing some maintenance works scheduled for the upcoming summer period. Also, the TSOs have prepared the action plan with the objective to minimize the negative impacts on the market caused by the uncertain market situation and risk of supply disruption from 3rd country points.

In this document, the technical capacity of Balticconnector in the summer 2022 is presented with the explanatory part. The transmission capability partially depends on the import routes used by market participants for importing gas to the Finnish-Baltic region. Thus, there are certain preconditions in order for the TSOs to be able to transport the quantities through Balticconnector. These preconditions are described in this document having the purpose to increase the level of predictability and transparency. Also, the document shows the technical capacities in case of supply disruption from 3rd country points realizes.

At the time of publication of this document, all entry points in Finnish-Baltic region are commercially in operation. The capacity published is based on the current market situation where all entry points in Finnish-Baltic region are commercially available for the market participants. In case any supply disruption occurs, the TSOs in Finnish-Baltic region publish UMM. Primarily UMM is published by the TSO whose system is impacted at first hand: https://umm.getbaltic.com/public-umm. The up-to-date capacity information can be found on the ENTSOG Transparency Platform (https://transparency.entsog.eu/#/map ).

*For the period where Tallinn-Vireši pipeline is under maintenance, Balticconnector capacity is dependent on the entry flows from 3rd countries (Värska point). The capacity up to 12GWh can be provided only if the entry flows in mentioned connection point are present during the period. The TSOs will assess the flows daily and will update capacity in case there is no flow present. In case no flow is present in Värska, capacity will be reduced (if no flow is present, no capacity will be available).

  • Technical capacity in June:
    • Technical capacity can be provided to the market participants if there are no disruptions concerning the import routes to the Finnish-Baltic region.
  • Technical capacity in July:
    • Technical capacity of 12 GWh/day can be provided to the market participants with the precondition that there are imports equaling to 12 GWh/day through Värska point (connection point between Estonia and Russia). If there is no entry flow through Värska, there is no capability to transport gas to Finland through Balticconnector meaning that Finnish gas consumption should be covered by imports from Imatra point.
  • Technical capacity in August:
    • Technical capacity can be provided to the market participants if there are no disruptions concerning the import routes to the Finnish-Baltic region.

TECHNICAL CAPACITY AT BALTICCONNECTOR – IF THERE IS SUPPLY DISRUPTION FROM 3RD COUNTRY POINTS

If the supply disruption from 3rd country points (e.g. no supply from Imatra entry point) realizes, the TSOs have prepared the plan for the supply disruption scenario. The objective is to avoid the need to restrict the gas consumption of end consumers by re-arranging operation of the regional transmission systems.
