The supplementary document on technical capacity of Balticconnector interconnection point in the summer 2022

The Transmission System Operators (the TSOs) of Finland and Baltic States have undergone, in good co-operation, very active discussion on the market situation in the Finnish-Baltic region. On 21st of May, gas deliveries to Finland through Imatra entry point were stopped (read more). At the time of the publication of this document (02.06.2022), there are no flows through Imatra entry point and Finnish gas consumption is covered by imports through Balticconnector. There are further uncertainties on the continuity of the gas flows through 3rd country points in the Finnish-Baltic region.

Disruption of gas flows from 3rd country entry points has an impact on the TSOs capability to transport gas in the Finnish-Baltic region. The TSOs are prepared to mitigate the increased risk of supply disruption by postponing some of the maintenance works scheduled for the upcoming summer period. Also, the TSOs have prepared an action plan with the objective to minimize the negative impacts on the market caused by the uncertain market situation and supply disruption from 3rd country points.

In this document, the availability of Balticconnector technical capacity in the summer 2022 is presented in different supply disruption scenarios. In general, Balticconnector technical capacity depends on which entry points would be subject to supply disruption. The scenarios described in this document are intended for the purpose of increasing the level of predictability and transparency.

In case of a supply disruption from all 3rd country entry points in the Finnish- Baltic region, demand would need to be covered by the deliveries from the following import routes: Klaipeda LNG Terminal located in Lithuania, Inčukalns underground gas storage located in Latvia and the Santaka interconnection point between Lithuania and Poland (GIPL).

The primary information channels for the availability of technical capacity are GET Baltic UMM platform, ENTSOG Transparency Platform and the TSOs’ websites.

The TSOs will re-assess the currently published technical capacity for the autumn 2022 and inform market participants as soon as possible if there is a need to update the published capacity values.

Gasgrid Finland and Excelerate Energy, Inc. have agreed to lease an LNG terminal vessel – the LNG terminal vessel Exemplar will ensure Finland’s security of supply while also serving the needs of the Baltic Sea region more widely. The LNG terminal vessel will be located on the southern coast of Finland. If the construction works are completed in Estonia first, the vessel will be placed there until the Finnish port structures are completed. The status of 3rd country entry points at the time of publishing the document:

  • The flows through Imatra entry point have been stopped and no market participant is importing gas through the entry point.
  • Värska and Luhamaa entry points can be commercially utilized by market participants.

*Capacity is dependent on the entry flows from 3rd countries (Luhamaa and Värska points) and usage of Inčukalns UGS. Capacity up to the indicated amount can be provided only if the entry flows in the above-mentioned entry-exit points are present during the relevant period. TSOs will assess the flows continuously and will update capacity based on actual flow situation. In case the required flows are not present in Luhamaa, Värska or Inčukalns UGS, capacity will be revised.

BALTICCONENCTOR TECHNICAL CAPACITY IN DIFFERENT SCENARIOS (DIRECTON EE-FI)

The TSOs have prepared a plan for different supply disruption scenarios. The objective is to enable market participants to get gas transported based on their need by re-arranging operation of the regional transmission system. For detailed information concerning Balticconnector technical capacity (direction EE to FI), please see the section below.

If there are supply disruptions also in other 3rd country points besides Imatra entry point, the technical capacities described in the different scenarios will be applied without undue delay.

SCENARIO – SUPPLY DISRUPTION THROUGH IMATRA AND VÄRSKA ENTRY POINTS – BALTICCONNECTOR TECHNICAL CAPACITY DIRECTION EE->FI (entry to Finland)

If there is a supply disruption through Imatra and Värska entry points, but Luhamaa entry point can be commercially utilized and physical flows are present, following Balticconnector technical capacity would be available:
