Year 2021 has been eventful year in Gas markets and in the Energy markets in general.

The sharp rise in the price of gas energy especially during the second half of the year and varying weather conditions have demanded adaptability from the markets in a constantly changing business environment. Market development has focused on developing the transmission and balancing services. Development of balancing services is essential also in next the year’s development plan. The launching of Guarantees of Origin system has started, and the current biogas certificate system will be put down. There are also chances in the taxation.

Changes in excise tax 2022

New law for excise tax regarding biogas will be in force starting from 1st of January 2022. The new law contains definitions of biogas and biogas will be taxable. This will influence to the obligations of market participants. Shippers and retailers must declare and clarify their gas deliveries to end users to TSO.

TSO is obligated to collect and account the excise tax from market participants according to the declaration.

Distribution network operators and transmission network end users may apply to be authorized warehouse keepers and declare and clarify their gas deliveries and usage to Tax authority.

In practice this also means that the biogas certificates can’t any more be utilized to declare excise tax-free deliveries to end users in 2022.

TSO will inform the market participants in January 2022 about the practical proceedings regarding the declaration of gas deliveries to end users to TSO.

Gasgrid Finland’s new transmission and service price list will be in force on 1 January 2022

Gasgrid Finland will decrease gas transmission prices for 2022. The decrease in transmission prices has been driven by higher-than-expected demand for gas transmission services during the first operational year in the open gas market, and the relatively high shares of short-term capacity products with emphasis on winter periods. The price list also includes a charge for centralized data exchange system for retail market (datahub charge) and other Gasgrid service fees for 2022. Gasgrid publishes technical capacities of Balticconnector’s entry and exit point through ENTSOG’s transparency platform

Gasgrid Finland publishes the technical capacities of Balticconnector entry and exit point to market participants through ENTSOG’s transparency platform. Technical capacity means the capacity that the transmission system operator can provide to shippers taking into account security of supply, integrity of the gas system and efficiency of network operations. The transparency platform provides up-to-date information on the capacity offered.

In the event of changes in technical capacity due to, for example, planned or unplanned maintenance work on the Gasgrid transmission system that affects technical capacity, Gasgrid will publish an Urgent Market Message (UMM) via the UMM platform maintained by GET Baltic, and update the technical capacities on the transparency platform. Gasgrid will also publish a UMM if the actions taken in the Russian transmission system would affect the technical capacities offered at Imatra entry point and further Balticconnector. In the event of actions affecting the technical capacities on the Baltic side, the Baltic transmission system operators will publish a UMM. If the activities in the Baltic transmission systems have an impact on Balticconnector’s technical capacities, Gasgrid will update the technical capacity values ​​on the transparency platform, but will not publish a UMM message as the Baltic transmission system operator has the obligation to publish the message.
