Rules, contracts and terms

Terminal Rules are prepared under the principles of efficiency, non-discrimination, safety, transparency and confidentiality of market-sensitive information, as provided for by the legislation of the European Union and Finnish regulations. Floating LNG Terminal Finland, following the regulatory principles set forth in the Terminal rules, provides security of supply to Finland and whole Baltic region. 

Terminal capacities are allocated on the basis of slots, intended as standard range of periods of time and standard range of LNG volumes. In the initial operational phase of the Terminal, prior to the start of Gas Year 2024, 3 slots per month are offered where each slot equals to 1 TWh / 150 000 cbm.  

Slots are allocated either annually, following the Annual Capacity Allocation Procedure prescribed in the Terminal Rules, or on a spot basis.

How to become a user

The requirements to access the Terminal consist of Legislative and Regulatory Requirements, Financial Requirements, Insurance Requirements and LNG Carrier Requirements.  

Terminal User shall comply with all the requirements for access stated in the Terminal Rules. 

Services and tariffs

Terminal Operator provides Regasification Service to the Terminal Users in accordance with the technical, environmental and operational characteristics of the Terminal, the constraints imposed by the Port characteristics, and limitations related to the Natural Gas network.  

Regasification Service comprises of LNG Carrier acceptance and mooring, LNG Carrier unloading, temporary LNG storage in connection with Regasification Service, LNG volume and quality metering, Boil Off Gas management, LNG Regasification, Natural Gas injection into the transmission network, and the related support and administrative services provided by the Terminal Operator. 

Terminal Regasification Service fee equals 2.46 €/MWh based on discharged LNG volumes. Terminal own use allowance is 3 %, used as a fuel for providing the Regasification Service and maintaining the functions of the Terminal. 

Regasification Service Tariff is calculated by multiplying 2,46€/MWh (excl. VAT) by the higher of the following:   

  1. The Volume of LNG (MWh) to be unloaded pursuant to the Annual Service Schedule or,  
  2. The volume actually unloaded during the slot 

That is, Service Tariff = 2,46 €/MWH * Max (Planned unload volume, actual unload volume) 

Service Tariff shall include the Regasification Service for The Slot, excluding any payments to be made to third parties e.g tariffs payable to Transmission System Operator, the port and service charges payable to owner /operator of the port, or the fairway charges payable to authorities.
