Gasgrid Finland has launched a public consultation on the Reference Price Methodology applicable in Finland on 16th of April 2025

The Network Code on harmonised transmission tariff structures for gas (TAR NC) imposes an obligation to consult on the reference price methodology (RPM) used in tariff setting.

The Finnish Energy Authority has decided that Gasgrid Finland shall organize the public consultation in accordance with Article 26 of the TAR NC. The consultation documents can be found here.

The consultation period is from April 16th to June 16th, 2025. Before the tariffs for 2026 can be set, the Energy Authority must approve the reference price methodology according to the following schedule:

The consultation includes, inter alia: a description of the proposed reference price methodology and a comparison of the indicative reference prices (tariff of annual product) of postage stamp methodology and capacity weighted distance (CWD) methodology, preliminary information on TSO’s allowed revenue for 2026, commodity tariff estimates and non-transmission tariff estimates. Additionally, the consultation includes a description of the new tariff component proposed by Gasgrid, the connection capacity charge. During the last quarter of 2025, Gasgrid shall publish the document according to TAR NC article 30 about the final tariffs. The final tariffs will be published by 30.11.2025

ACER shall analyze the content of the consultation document considering the inclusion of TAR NC Article 26 requirements, and shall publish its analysis no later than two months after the end of the consultation. Taking into account the analysis of ACER and the market paricipants’ opinions received, the Energy Authority will make a final decision on the Reference Price Methodology to be applied in Finland. The decision will be made by beginning of October 2025.
