Gasgrid’s objective with regard to transmission service pricing for the upcoming tariff period (January 1, 2025 at 7 a.m. – January 1, 2026 at 7 a.m.) has been to publish the prices earlier than in previous years, in accordance with the wishes of the market parties.
Gasgrid will keep the reference prices for 2025 (annual capacity product price) for both entry and exit capacity the same as this year. Gasgrid will adjust its transmission system to meet the needs of the gas market by removing compressor capacity from the regulated asset base (RAB) that is no longer considered to have actual use due to the changed flow dynamics. The regulated asset serves as the basis for determining a reasonable return, which sets the framework for transmission pricing. As a result of the measures to be implemented, the RAB will decrease, and thus the measures will have a lowering effect on transmission pricing. With our measures, we want to provide value to our customers by operating cost-effectively in terms of transmission services without compromising on reliable and safe transmission.
A commodity-based tariff is a tariff collected from the Finnish exit zone based on the actual flow. The revenues collected from commodity charges are part of the transmission services. Most of the costs based on the amount of gas flow are due to the operating commodity costs caused by pressure reduction stations. The commodity charge for 2025 will remain very close to the 2024 level.
In November, Gasgrid will publish detailed material on the transmission tariff in accordance with Article 30 of the tariff network code, which describes the key factors for transmission pricing.
Public Consultation by the Energy Authority on Gasgrid Finland’s Transmission Tariffs, Seasonal Factors, and Discounts
The Energy Authority is organizing a consultation on Gasgrid Finland’s transmission tariffs, seasonal factors, and discounts in accordance with Article 28 of the Tariff Network Code. The consultation is open until November 6, 2024.
According to Article 28 of Commission Regulation (EU) 2017/460, which concerns the harmonized transmission tariff structures for gas, the Energy Authority organizes a consultation on the following matters:
• The level of the multipliers
• The level of seasonal factors applied according to Article 15
• The level of discounts according to Article 9(2) and Article 16
The public consultation is held from October 25 to November 6, 2024. Opinions should be submitted by November 6, 2024, to the address kirjaamo@energiavirasto.fi.
