Terminal Rules are prepared under the principles of efficiency, non-discrimination, safety, transparency and confidentiality of market-sensitive information, as provided for by the legislation of the European Union and Finnish regulations. The terminal rules are approved by the Finnish Energy Authorities, and the terminal rules are in force 1-2 years depending on when there is a need to update them. Floating LNG Terminal Finland, following the regulatory principles set forth in the Terminal rules, provides security of supply to Finland and whole Baltic region. Terminal capacities are allocated on the basis of slots, intended as standard range of periods of time and standard range of LNG volumes. In the initial operational phase of the Terminal, prior to the start of Gas Year 2024, 3 slots per month are offered where each slot equals to 1 TWh / 150 000 cbm. At the end of 2024 the terminal switched from using gas year to calendar year. Since then, there have not been any specific slot sizes or lengths per month, instead the terminal evaluates annually what the next year’s demand might be and adjusts slots accordingly. Slots are allocated during either the long-term capacity procedure or the annual capacity procedure. Remaining slots are offered as spot slots.
