We are planning the hydrogen network in cooperation with market participants, industry, and regional stakeholders. Collaboration and active dialogue promote investments and support the development of the hydrogen market and infrastructure across Finland.

Hydrogen valleys are regional clusters where different actors in the hydrogen economy develop new value chains and solutions. The national hydrogen network connects these valleys to each other and to broader European development initiatives.

In regional development, the role of investing companies is particularly important, as they enable concrete investments and the creation of new value chains. Regional actors—such as cities, municipalities, and regional development companies—can support this progress. New value chains in the hydrogen economy can significantly transform regional economic structures, which is why cooperation between different stakeholders is essential.

When planning the network, the starting point is to identify those investment projects that are most advanced in the planning phase and where the willingness to proceed with implementation is already strong.

Preliminary schedule

Route discussions and market development forums

Active dialogue and cooperation with stakeholders are essential to the development of the hydrogen network, as the network is being built for market participants and for society as a whole. We organize market surveys, route discussions, and development forums for stakeholders to gather insights into industry needs and market development outlooks. This helps ensure that the hydrogen network meets future needs and supports Finland’s overall competitiveness.

In regional route discussions, alternative routes for the national hydrogen network are assessed from land use and spatial planning perspectives, while the needs of market participants also play a key role. The initial phase of route planning was based on information collected through a market study on hydrogen production and consumption. This was followed by broader discussions with municipalities and companies across the hydrogen sector. Municipalities have had—and continue to have—the opportunity to provide feedback through an online survey.

We also regularly organize market development forums that support the hydrogen economy, with the aim of promoting hydrogen investments, streamlining project development, and enabling information exchange among different stakeholders.

Hydrogen Information Package

We published the first Hydrogen Information Package in 2025. The package provides comprehensive information on the development of Finland’s hydrogen network, the principles for connecting to the network, and the market model for hydrogen pipeline transmission. The information package supports market participants and promotes open dialogue in the development of hydrogen markets. It is part of a series that will be updated regularly as the market and regulatory framework evolve. The information package is available in English.
