European Commission is calling for feedback on revised gas capacity allocation network code

The European Commission has published a draft revision of the EU rules governing the allocation of cross-border gas transmission capacity and has opened a four-week call for feedback.

The proposal updates the Capacity Allocation Mechanisms Network Code (CAM NC), established by Regulation (EU) 2017/459. The network code sets out the principles for cooperation between adjacent transmission system operators and the allocation of existing and incremental transmission capacity. The revision aims to ensure that the framework remains fit for the evolving European gas market. Among other things, the Commission highlights the need to align the rules with the 2024 Hydrogen and Gas Market Package. The proposal also includes an amendment to the network code on harmonised transmission tariff structures for gas (TAR NC).

Stakeholders and organisations can submit comments on the draft until 10 November 2026. The Commission will take the feedback into account before submitting the text to the relevant comitology committee for a vote. Formal adoption is expected in 2027.

Gasgrid encourages the market participants to review the proposal and provide their views. The consultation provides an opportunity to contribute directly to the European Commission’s consideration of the revised capacity allocation rules.
